What To Do When HATO Stops Your Convoy

Follow this protocol. Stay calm. Document everything. HATO has limited authority — know your rights.

Step 1: Present your IDAP manifest

Show them your IDAP-TM or IDAP-FL document. If doing a bank run, present the IDAP-FL-STANDING authorisation. These are available at idap.no/documents. If the officer says "that doesn't mean anything to me" — that's their training failure, not your problem.

Step 2: Know what HATO can and cannot do

HATO CAN: Check your vehicle is roadworthy, check your driving licence, manage traffic flow, impound genuinely dangerous vehicles.

HATO CANNOT: Inspect your cargo, question you about finances, demand to know your destination or route, search your vehicle, issue route directives, or exercise any authority beyond road safety. If they try — politely inform them this is outside their mandate and you will be filing a report with APC.

Step 3: Do not consent to cargo inspection

HATO has zero authority to inspect sealed humanitarian supplies, financial transport, or any cargo. Only APC can search vehicles, and only with reasonable cause. If HATO demands access to your cargo, state: "This is outside your jurisdiction. I will cooperate with APC if they request an inspection. HATO does not have this authority."

Step 4: Contact APC if needed

If HATO refuses to release your convoy, threatens impoundment, or exceeds their authority — contact APC directly. APC has confirmed that documented IDAP/NBAT convoys with valid manifests should not be subject to extended HATO delays. APC outranks HATO on all matters beyond traffic cones.

Step 5: Document and report

Note the time, location, officer name/rank if possible, and what was said. Report to NBAT leadership (Mats) and IDAP compliance. Every incident gets filed with APC Internal Affairs. The more we document, the stronger the case for abolition.

These individuals are responsible for HATO's conduct. Three liaison requests from IDAP. Zero responses.

beechie Operations Manager

Overall faction leader. Co-wrote the handbook that doesn't mention humanitarian organisations. Has ignored all IDAP correspondence. The buck stops here — and it stops in silence.

Kaloke Ghost Team Manager

Handles promotions and discipline. Promotes officers who can't read documents. Disciplines none of them when they harass convoys. Manages Interpol liaison but can't manage a reply to IDAP.

exotic Team Manager

Another gatekeeper in the promotion pipeline. Officers under their chain conduct unauthorised cargo inspections and issue route directives that contradict APC. exotic has done nothing about it.

Drafted Uni Student Team Manager

Zero evidence of proactive management. Running a public agency that controls road access for an entire island shouldn't be a side project between lectures.
